Bilibin, lower - the semicircular inscription - "БАНК РОССИИ" (BANK OF RUSSIA) framed by a circle of dots and inscriptions along the rim: at the top - "ДВАДЦАТЬ ПЯТЬ РУБЛЕЙ" (TWENTY FIVE RUBLES), at the bottom - the date "2000", the letters to the left indicate the metal sign and the alloy standard, to the right - the fine metal content and the mint trade mark.

A scroll bearing the inscription in eight lines "ВЫСОЧАЙШИЙ ИМЕННОЙ УКАЗЪ ПРАВИТЕЛЬСТВУЮЩЕМУ СЕНАТУ 31 МАЯ 1860 ГОДА ОБЪ УСТАВЪ ГОСУДАРСТВЕННОГО БАНКА" (THE HIGHEST INSCRIBED UKASE TO THE GOVERNMENT SENATE MAY 31, 1860 CONCERNING THE STATUTE OF THE STATE BANK) to the right - a portrait of Alexander II, lower - the facsimile-signature of the Emperor, a quill-pen, a wax-seal with the picture of the two-headed eagle, to the left - the building of the State Bank in Saint-Petersburg.
