In the center — the Emblem of the Bank of Russia [the two-headed eagle with wings down, lower — the semicircular inscription — «БАНК РОССИИ» (BANK OF RUSSIA)] framed by a circle of dots and inscriptions along the rim: at the top — «ОДНА ТЫСЯЧА РУБЛЕЙ» (ONE THOUSAND RUBLES), at the bottom — the year of issue, the letters to the left indicate the metal sign and the fineness, to the right — the fine metal content and the mint trade mark.

Reverse

On the mirror field of the disc – relief images of the scroll with the inscription: "ПОЛОЖЕНИЕ О ГУБЕРНСКИХ И УЕЗДНЫХ ЗЕМСКИХ УЧРЕЖДЕНИЯХ" (STATUE OF THE PROVINCIAL AND DISTRICT ZEMSTVO AGENCIES), the date: "1 января 1864 г." (January 1, 1864), the signature of Alexander II and a goose quill, as well as pictures of some objects of zemstvo self-government in Russia: the seal of a conciliator, the badge of a zemstvo doctor, a postage stamp, documents, figures of a ploughman, schoolchildren, bureaucrats, symbols of the justice (a column) and trade (the rod of Mercury), below along the rim – inscription: "150 ЛЕТ ЭПОХЕ ВЕЛИКИХ РЕФОРМ" (150 YEARS OF THE GREAT REFORMS).
